Yes and No as it depends where they are calling from and how long the call lasts.
For example if you have a 1300 number and someone from a local landline number calls your 1300 number then you may not be charged for the call. As many of our inbound 1300 number plans offer free minutes for incoming local calls.
Generally with all 1800 numbers you will be charged for all incoming calls you receive as the caller doesn’t have to pay for the call unless calling from a mobile.
